When viewed from a fishy perspective it seems to imitate scuds (freshwater shrimp), damsels, stick caddis etc.

This pattern has an “ole timer” quality to it! Which I like. What can you tell us about the history?

I am also reminded of the Teeny Nymph pattern (similar profile).
