The web of a feather is basically the "zip fastener". Many feathers have these, and it is what allows the feathers to "marry" together.

The web of a feather is also called the "Vane" ( Singular=vexillum; the web of a feather which includes all the flat, expanded barbs, as well as any attached barbules, and barbicels which provide the surface for an airfoil in flight feathers and for covering and insulation in contour feathers.

Some feathers have no web. Modern genetic hackles, especially rooster hackles have little or no web. It has been bred out of the birds.
